AN OVERVIEW OF ROTARY'S YOUTH EXCHANGE PROGRAM PURPOSE An educational program to promote international goodwill and understanding EXCHANGE Reciprocal/home stay/about 9,200 year long Exchangees a year from 65 countries LENGTH Year long - One year full course of study Short term - 3-6 weeks, mutual reciprocal arrangements RESPONSIBILITY District Governor is responsible. Sponsor clubs recommend outbound Exchangees Districts select outbounds, orients inbound and outbound Exchangees and maintain overseas contacts, office of record, keep records for three years Host clubs provide for board and room, allowance, supervision of inbounds Multi districts assist and support districts ROTARY RULES Common sense, no driving, no substance abuse, must have insurance. See RI Handbook. CRITICAL TO SUCCESS Effective district and club support, caring host families, supportive schools, interested counselors COST About $3,000 to $5,000 for the parents About $100 for the club to sponsor, $1,400 to host About $100 per Exchangee for District administration We recognize there is a conflict between certain Department of State Regulations and Rotary International's Guidelines. Two instances cause concern: AGE: Department of State’s Regulations are that an Exchangee will be between 15 and 18 1/2 upon enrollment in school. R.I. states that the age limit is 15-19. INSURANCE: Department of State’s Regulations require $50,000, $10,000 and $7,500. R.I. recommends $500,000, $10,000 and $50,0000. U.S. Exchange Programs must adhere to the Department of State’s Regulations. HOWEVER, WE ADHERE TO RI’S recommendations as to amount of coverage (which exceeds that required by the Department of State’s Regulations). |
