INSURANCE

R.I. recommends Exchangees be covered by US$500,000 in medical insurance and US$10,000 in repatriation of remains and US$50,000 medical evacuation expenses. SCRYE must certify to the State Department and CSIET that all Exchangees have the required medical, evacuation and repatriation insurance.

They are very economical and specifically underwritten by taking into consideration Rotary's rules, guidelines and supervision. The cost is about $200 to $485 for year long Exchangees depending on specific coverage. The $200 coverage does not cover interscholastic or community sports.

Some overseas districts require local insurance costing as much as $400 a year. This is the prerogative of the hosting District, presumably prompted by difficulty in administering foreign insurance. Some countries have free medical coverage through socialized medicine.

Hosting exchange officers should advise the sponsoring officer of the local insurance
requirements in their letter of acceptance. Sometimes parents will have to query host families overseas to get the information. But do not leave the coverage to
chance.

Parents must sign a release as directed by RI. This release is on page 5 of the R.I. year long application.

The insurance is valid for the years stay for long term students. The one year time frame is established by the dates stamped on the visa.

An Exchangee who violates Rotary’s rule against driving is not covered by insurance in case of an accident.

RI provides a blanket third party liability policy covering Rotary activities, including Youth Exchange conferences, bus trips, meetings, and other activities.

The current SCRYE Policy on Insurance is as follows:

This policy together with its guidelines and implementation procedures is based on the following requirements established by both governmental agencies and Rotary International concerning the exchange program and the specific needs for appropriate insurance coverage of all exchange students:

• Department of State Regulation 22CFR 62 “Exchange Visitor Program” …paragraph 62.14 states: “Sponsors shall require each exchange visitor to have insurance in effect which covers the exchange visitor for sickness (and) accident…repatriation…evacuation.”
• Rotary International, 2001 Manual of procedure, page 107: “The parents or legal guardians of each exchange should provide health, accident, and liability insurance with respect to each exchange in amounts satisfactory to the receiving Rotary club or district, with coverage from the time of the exchangee’s departure from home until the exchangee’s return home. Evidence of coverage of all insurance with a responsible insurance company or companies satisfactory to the host Rotary club or district prior to the beginning of the exchange should be submitted to and received by the host Rotary club or district. Such insurance should provide no less than US$500,000 or equivalent medical expense coverage and not less than US$10,000 or equivalent accident, death and dismemberment, not less than US$10,000 or equivalent for repatriation of remains, not less than US$50,000 or equivalent for emergency transport of evacuation.”
• Council on Standards for International Education Travel, Standard 8: “The organization will guarantee that every student is covered by…insurance.”

Also, SCRYE must certify to the State Department and CSIET that our exchange students are covered as outlined above and Rotary International expects SCRYE to adhere to the guidelines directing the operation of our ongoing exchange program. Furthermore, SCRYE has a long and excellent working relationship with the CISI Bolduc Insurance Company (formerly known as the Bolduc Insurance Agency). As a result we know that CISI Bolduc Insurance Company can provide various insurance policies for our students regardless of the duration of the exchange, which meet the needs of exchange students whether in this country or other countries.

Therefore, the following policy on insurance coverage for inbound, outbound and short-term exchange students is in effect immediately:

1. Inbound Students: All inbound students will be insured as outlined above by CISI Bolduc Insurance Company. To accomplish this a DS 2019, Visa Certification, will not be issued for an inbound student unless the Responsible Officer issuing the DS 2019 is provided with insurance certification from CISI Bolduc Insurance Company or unless the District YEO has notified the Responsible Officer that he has received the written application and method of payment for the student’s insurance.

2. Outbound Students: It is desirable that CISI Bolduc Insurance Company insures all outbound students. However, several countries require their insurance to be purchased by the student. If this is true the District YEO sending the outbound student must determine if the foreign insurance coverage meets the requirements ($500,000, $10,000, $50,000, medical, death, evacuation and repatriation) as outlined by the various governing agencies. The District YEO should also determine if the foreign insurance being purchased covers the outbound while traveling in countries other than the host country. If the coverage doesn’t provide the proper limits or travel outside the host country and/or the District YEO is unable to determine any of these facts then one of the two CISI Bolduc Insurance Policies must be purchased.

3. Short-Term Students: Short-term or summer students will be covered by the CISI Bolduc Insurance Company policies provided for this type of exchange. It will be the responsibility of the District YEO to assure that each student has such coverage.

4. In June of each year SCRYE requires districts to provide a list of their outbound and summer/short-term exchange students. In responding to this requirement each District YEO will include with their list some form of documentation (a copy of the insurance card, statement from the insurance supplier, written verification from the District YEO and club president, etc.) verifying that these students are properly covered by the necessary insurance. SCRYE has a list of inbounds from the DS 2019’s issued.

5. It is agreed that any exception to items 1 through 4 above will be requested in advance by the District YEO directly to the Insurance Officer who will have the final decision in terms of approving such an exception. This exception is only for those exchanges that occur for the 2003-2004 year since these rules will have been approved after some of the exchange procedures were underway. The request for exception must be accompanied by an insurance certification form signed by the District YEO and the hosting club president. If such an exception is approved, notice will be sent to the appropriate District Governor by the Insurance Officer advising of the exception and potential liability concerning the lack of insurance.

6. This policy will be reviewed for any necessary changes or amendments at the winter meeting of the Management Committee and Board of Directors for SCRYE to be held in February 2004.
