Dear District Governor

This annual report of the activities of South Central Rotary Youth Exchange, Inc is submitted in accordance with Rotary International’s “Policy and Guidelines for Multidistrict Service Activities and Projects” (850 EN (487) 388 2500), July 1 1987. SCRYE is recognized as a multi-district activity by Rotary International. SCRYE is a Sponsoring Agency of the U.S. Department of State for administering a secondary school visitor exchange program.

In the past few years, there have been a decreasing number of outbound students participating in the Exchange. This is regrettable because more students should be given the opportunity to become Exchangees and spend a year abroad. I believe participation is down because in many districts the Youth Exchange program does not have the strong support of the District Governor.

Your District Youth Exchange Chairman can be helpful in your District Assembly and Conference and in other ways to explain and promote the Youth Exchange Program. However, your personal interest and commitment is required to strengthen the program and encourage effective participation.

This year we are asking selected districts to host Muslim youngsters from the Middle East and Central Asia in order to support the State Department’s recognition of the importance of student exchanges.

SCRYE was organized in 1985 to assist the 29 districts in our area improve their Youth Exchange Program. By-laws govern SCRYE. SCRYE’s specific goals and the methods of reaching our goals are:

GOAL: Offer training in Youth Exchange activities to Rotary Youth Exchange Officers, District Governors and Rotarians in Youth Exchange Activities:

Biannual meetings, held in Tulsa and one other location include specific topics to educate new YE personnel and to refresh those who have been in YE for some years. Typical subjects are Recruiting the Outbound Exchangee, Selection and Orientation of Exchangees, Host Family Relations, Role of Rotary and The Club YE Counselor.

These two day meetings, recently attended by 120 YE Rotarians, spouses and 190 inbound Exchangees, stress the selection of quality outbound Exchangees and Rotary’s role as surrogate parents for the inbound Exchangees.

Additionally, SCRYE offers on-site training to Districts. Several Districts have scheduled Youth Exchange orientation and training at their District Assemblies or District Conferences. This on-site training is conducted by experienced YEOs from nearby districts.

SCRYE has prepared a Program Guide which assists District Youth Exchange Chairmen to train and educate YE personnel in their duties. This Program Guide, and associated Administrative Instructions includes a schedule of activities, budget information and requirements for evaluation.

A major assistance to our training effort is the SCRYE web site which includes application procedures, lesson outlines, schedule of events, tour activity and other essential data. The site is at www.SCRYE.org.

GOAL: Assist districts in promoting Youth Exchange in Rotary clubs, schools and other community entities.

Through instructions on recruiting and promotion at the biannual meetings, in the Program Guide and other promotional material we provide District Youth Exchange personnel the knowledge and tools to promote this program.

GOAL: Standardize Youth Exchange administrative procedures and recommend member districts adopt them.

The bi-annual conferences and the SCRYE Program Guide offer districts ideas and options to standardize many aspects of district administration of their Youth Exchange Program.

SCRYE feels it cannot, with few exceptions, dictate to the districts exactly how they conduct their program. The district’s operations are influenced by the size of the program, experience of the YE personnel and guidance by the District Governor. However, I feel our efforts at standardization and assistance to the districts has been reasonably successful in the past years.

GOAL: Conduct bus tours for inbound students

SCRYE conducts bus tours each summer for our Inbound Exchangees. One tour travels to the east coast and one to the west coast. The tours are about 15 days duration. About 120 students participate and four to six counselors accompany each tour. The tours are self-supporting and cost the Exchangee about $1,400. The annual budget for the tours is about $180,000.

GOAL: Competent administration of the SCRYE program

SCRYE, and your district adhere to the regulations of the U.S. Department of State, the Standards set by the CSIET (see below) and the Guidelines of Rotary International.

SCRYE is a member of the Council on Standards for International Educational Travel. CSIET is a private, non-profit organization. It develops standards of acceptable operations for high school exchange programs based on Department of State regulations.

SCRYE membership in CSIET gives our districts stature in the educational field and permits our Exchangees to fully participate in school activities. In some states exchange organizations without CSIET membership limit participation of the Exchangee. SCRYE reports annually to CSIET the number of Exchangees and periodically must provide information to retain membership.

SCRYE officers are elected from district YE personnel; the president and vice president serve for one year, other officers for two or three years. Reelection of some incumbents, as well as new officers permits continuity and depth in leadership. An Executive Secretary does much of the day by day administrative work. SCRYE’s Board of Directors are the District YE Chairmen.

An annual budget is prepared. This includes meeting
expenses, which are paid for by registration fees and the bus tours, which are paid for by the participants. The bulk of the balance, about $10,000 is spent in mailings, telephone, CSIET membership and other administrative functions. Your district dues are $200 a year. A CPA firm reviews our financial activities.

I urge you to support the Youth Exchange program and SCRYE; they are valuable tools in attaining Rotary’s objective for the advancement of international understanding and goodwill.
