International Panel

Argentina
Visas now only $300 - to max of $325
There will be more riots and demonstrations
Not hit bottom yet
Harder to get host families
Chance of having student killed is about the same as student getting killed in car
accident in USA
Exchanges are more critical now
Do not judge country by the government. People are still people.
Argentina will take care of your inbounds
Some people living on .50 per day in Argentina

Freideric N.
Appreciates opportunity to be frank
Thinks that is critical to YE effort worldwide
Thinks parents and students too focused on Fun and not Ambassadorial work role
Two of Greater Multi-districts not represented – That is not good
Older than 18 upon arrival is often “trouble.”
More FORMALITY in Germany. Sitting together. Eating together. Etc.
Students need to ask host parents about evening plans before announcing that they
plan to go with some friends somewhere and announce that plan when
they get home from school the day they plan to have the activity. The
announcement, if the host family had plans (and because the host family
will likely cancel their plans) will cause some unvoiced resentment
Back DOOR exchanges can be easily stopped in USA because of the IAP-
66 signing requirement. No such stopping point in Germany. Please don’t accept student who did not go through channels.

Ivan – Brazil
Brazilian land mass is larger than Continental USA
1% per day inflation
34 districts in Brazil – All have exchange programs
Negative parts of exchanges with USA/CAN
Lack of orientation
Need face-to-face orientation not speaking from a podium
Too many students at orientation not effective
Poor communication
Please respond to email within one or two days.
Positive points
Insurance - Really works in USA!

Rolf – Ecuador
3 years ago Ecuador was in financial crisis
400% inflation in a few months
Size is about twice size of Illinois or Nevada
Highlands and lowlands
Pride in YE program
100 inbounds and outbounds
1% of all exchanges in Rotary with Ecuador
YEO must be professionals
Dealing with young persons – not statistics
Personal contact is essential at YEO level
Go to Barcelona
Go to Latin American conference
Go to EEMA
Go to USA/CN

Guidelines
Follow Rotary International handbook 746
Many YEOs don’t follow the official procedures
Back door exchanges should be stopped

Mexico
Representing S and C Mexico
Variety of ways of handling YE
Districts represented at USA/CN
Want to build YE by following the rules
Problems
Graduated Students are a problem
Most students placed in private school
Avg $100/mo (high for Mexico)
Thus expect Students to attempt to excel.
Very prestigious school in Mexico will no longer take American students
from Rotary
Club, to sponsor a student in Luis’s district, must provide three host families
18 years old is age for drinking and smoking

Central Thailand – D3350

Language is very difficult at first
Families eager to learn

Try to skip school
School year does not count
Miss the car or bus ride
Not feeling good

No overnight stays at other families without formal invitation to host family.
Don’t ask for this unless you ask well in advance. Never bring home
guest students at last minute

Asian-bound students need to especially understand that seriousness of following
the cultural guidelines

Turkey D2420 – Kaya
NW part of Turkey. Istanbul in district
Center of world in that Asia and Europe meet there.
Religions meet there
Middle East – 98% of population is Islamic Moslems
Problems with Terrorism in Turkey
Islamic Terrorism was confronted in Turkey very early on.
Thinks YE is best program that Rotary has.
20 to 30 exchanges most each year
This year only 19 out bounds
Students challenge rules. That is a given. Don’t compromise them or you
compromise the whole program for other people in other places. Students
talk and will spread your “tolerance” and your “tolerance” which may have been well intentioned and will have not resulted in any problems, may result in a serious problem for another student in another place.

American kids don’t mingle well. Tend to hang out with each other in Turkey
